HDC Executive Transition Soon Underway
Joni Hartmann will leave her position as executive director of HDC on June 28, ending a tenure that brought a new focus on racial equity and internal community building to HDC and resulted in a new strategic and equity plan that will begin implementation this year. Traci Manning will serve as interim executive director while HDC’s executive committee searches for Hartmann’s permanent replacement.
Manning, former director of the Portland Housing Bureau and previously chief operating officer at Central City Concern, will start as interim executive director on June 29. Among other achievements at PHB, Manning led the development of a cross-jurisdictional plan to end homelessness, established racial equity requirements in all bureau contracts, and created the City’s first comprehensive housing report. She has recently worked as an independent consultant.
“Traci is a deeply accomplished affordable housing leader whose experience, knowledge, and industry relationships make her an ideal fit for this role,” said HDC Board Chair Bruce Whiting. “We are thrilled to have her on board.”
Manning is well known to HDC’s staff. She worked with HDC’s development team to manage project funding applications earlier this year and has worked closely with Hartmann, Whiting, and the rest of HDC’s executive committee and management team to prepare to step into her new role.
“HDC plays a unique and important role in Oregon and southwest Washington’s affordable housing ecosystem,” Manning said. “I am excited to help guide this transition while supporting HDC’s team to provide seamless services to our clients.”
Hartmann joined HDC as deputy executive director and director of HDC Community Fund, HDC’s affiliated lending agency, in 2016. Appointed executive director in 2017, she launched staff and board on an equity-oriented learning, culture-building, and strategic planning journey in 2018. Her contributions to HDC include establishing a pilot program that provides enhanced services and financial risk-sharing to development clients serving culturally specific communities.
“Joni is a dedicated leader who strengthened HDC’s capacity to pursue its mission in the future,” Whiting said. “She is leaving HDC on solid organizational and financial footing, with an experienced leadership team and staff committed to living into HDC’s organizational values and keeping our clients front and center.”
HDC’s executive search committee will be working with a recruitment agency to oversee a national search for HDC’s next executive director.
