Traci Manning Named Executive Director of HDC

 
 

Housing Development Center (HDC) is pleased to announce that Traci Manning will be its next executive director, effective December 1.

Manning has served as HDC’s interim executive director since June. She brings extensive executive leadership experience in the affordable housing environment, including previous positions as director of the Portland Housing Bureau and as chief operating officer at Central City Concern. Her hire concludes a four-month executive search process led by the HDC board in partnership with Solid Ground Consulting.

“Traci is a proven leader with decades of experience in affordable housing development and policy in this region,” said HDC Board Chair Bruce Whiting. “She has longstanding relationships with many of our clients and partners and is highly respected by our staff and board. HDC’s staff and board are thrilled that she is stepping into this role. She is ideally qualified and positioned to hit the ground running.”

Manning is assuming the post of executive director at a pivotal moment in HDC’s organizational history. HDC is emerging from a two-year strategic planning process that defined bold five-year goals and redefined HDC’s organizational vision, values, and mission.

“Traci will be leading implementation of a transformative strategic plan that emphasizes building an inclusive organizational culture, prioritizing climate resiliency, and leveraging our position to build power of Black, Indigenous, and culturally specific organizations,” Whiting said. “She is committed to moving this work forward, with the full support of our staff and board, all of whom participated in developing the plan.”

Manning’s professional achievements include leading the creation of the City of Portland’s N/NE Neighborhood Housing Strategy, establishing racial equity requirements in housing bureau contracts, and overseeing the creation of the City’s first comprehensive housing report. Recently she was a consultant focused on advancing the work of organizations active in addressing affordable housing and homelessness, including Hacienda CDC, Meyer Memorial Trust, Human Solutions, and BRIDGE Housing NW.

“HDC has been an indispensable part of our region’s affordable housing ecosystem for nearly 30 years.” Manning said. “And its relevancy remains high in part because HDC has continued to reimagine how it can be of service. I’m excited to be joining HDC at a time when its staff and board are reimagining HDC’s work using a racial equity lens. And I’m privileged to be joining a team that is as committed to making this shift as it is to providing excellent technical service to our clients.”
