Julie Proksch Named Director of Real Estate Development
HDC is pleased to announce that Julie Proksch, previously a senior construction project manager at HDC, will transition to the newly created role of director of real estate development, effective February 16.
In her new position Julie will codirect HDC’s housing and facilities development services department and will lead an interdisciplinary team of project managers to provide real estate development consulting to nonprofit and housing authority clients. She will serve on HDC’s management team, which shares responsibility with the HDC board and executive director for providing financial and operational oversight of HDC and for ensuring achievement of HDC’s strategic goals.
A member of HDC’s staff since 2018, Julie serves on HDC’s strategic planning work group and chaired the staff-board work group responsible for reimagining HDC’s mission, vision, and values in 2020-21. She has recently provided project management services to projects such as Bienestar’s Nueva Esperanza development, currently under construction in Hillsboro, and Housing Authority of Clackamas County’s Hillside Manor renovation project, completed last year. A licensed architect, Julie has 25 years of experience managing and designing residential and commercial real estate developments, with a focus on affordable housing and community facilities.

The creation of the new director of development position is part of a staffing restructure currently underway. The restructure will group HDC’s finance project managers and construction project managers, previously organized on separate teams, into two interdisciplinary teams, each led by a director of real estate development. The restructure will improve integration of HDC’s development finance, construction management, and asset management services and will enable HDC to provide greater staffing continuity and consistency in its services to development clients. HDC is currently advertising for a second director of real estate development.
